Subsidized Housing Programs
Dover Housing Authority provides affordable housing to families, elders and individuals with disabilities through a combination of federally funded Housing Choice Voucher (HCV) programs, Project Based Voucher Program (PBV), Public Housing (PH) programs and the Low-Income Housing Tax Credit (LIHTC) program. Eligibility requirements may differ from program to program and property to property. For all tenants in public housing, project-based voucher and the voucher program, the tenant’s share of the rent is based upon many factors including tenant income, exclusions and deductions from income and the applicable utility allowance if the tenant is responsible for paying utilities.
Housing Choice Voucher Program
This program offers affordable, decent, and safe housing in open market rentals selected by HCV holders. Dover Housing Authority is currently assisting extremely low and very low-income households throughout Strafford County.
Participants in the HCV program pay rent according to their income and payment standards directly to open-market landlords. The program offers flexibility in that a family is able to move from place to place with their HCV within Strafford Country or other locations where the program is administered.
The Housing Authority makes subsidy payments to the landlords, biennially inspects the unit for compliance with HUD standards and, pursuant to the contract, requires the owners to maintain their rentals in accordance with the standards over the contract period.
Public Housing Program
The Public Housing program provides affordable rental housing for low-income families, the elderly, and people with disabilities. DHA owns and manages six developments reserved just for elderly and disabled households. DHA’s Resident Service Coordinator is available to provide residents access a wide variety of medical, nutritional, and social services referrals
