Moving to Work Program

In 2022, Dover Housing Authority was admitted into the U.S. Department of Housing and Urban Development’s (HUD) Moving to Work (MTW) Demonstration Program. MTW provides PHAs a broad set of waivers from many of HUD’s most burdensome regulations.

This flexibility allows Dover Housing Authority to design and test innovative housing programs specifically designed to meet DHA’s unique housing needs.MTW Agencies can only use MTW flexibility in pursuit of the three MTW statutory objectives.
