Eligibility
Dover Housing Authority administers housing assistance programs funded by the U.S. Department of Housing and Urban Development (HUD). These programs are designed to help eligible individuals and families access safe, decent, and affordable housing.
Eligibility requirements vary by program and are established by HUD regulations and DHA policy.
General HUD Eligibility Requirements
Applicants for HUD-assisted housing must generally:
- Meet HUD income limits, which are based on household size and area median income
- Be a U.S. citizen or have eligible immigration status
- Provide Social Security numbers for all household members (with limited HUD-approved exceptions)
- Comply with background screening requirements in accordance with HUD regulations
- Agree to follow all program rules and family obligations
Program-Specific Eligibility
Eligibility criteria may differ depending on the type of housing assistance, including:
- Public Housing – Housing owned and managed by DHA; eligibility is based on income, household composition, DHA policy and HUD regulations.
- Housing Choice Voucher (Section 8) – Rental assistance used in privately owned housing; eligibility includes income limits and landlord participation.
- Project-Based Assistance – Rental assistance tied to specific units or properties; eligibility may include additional screening or occupancy requirements set by DHA, consistent with HUD rules.
Additional factors such as local preferences, occupancy standards, or criminal background restrictions may apply depending on the program.
